Cecil Elmer Barley was born in Maramec, Oklahoma in 1923. He and his 4 siblings moved to Farmington, New Mexico in 1935.
He graduated from high school in 1940 and joined the Navy. He was at Pearl Harbor on the U.S.S. California during the attack and remained in the Navy until he retired in 1968. He served in the Navy during WWII, the Korean Conflict, and the Vietnam War.
He met his wife Rosemary in Chicago in 1944 and they were married in 1945. After the Navy, he went back to school at Humbolt State University and got a BSc.
He lived in Yreka and Seattle after this, working as a tax accountant in both places, before moving to Camarillo in 1994.
He is survived by two sisters-in-law, a brother-in-law, his son Michael and two grandchildren.
He was a member of St Mary Magdalen Church and a member of the Knights of Columbus.
