William Hideki Hartman, known to his friends and family as “Bill,” passed away after a brief illness and complications of surgery at Carson Tahoe Surgery Center in Carson City, Nevada on February 4, 2021 at the age of 68. Bill was brought up in a multicultural home and grew up with the teachings of Buddhism and Christianity. Bill was a deeply spiritual man who believed he would reincarnate to attain enlightenment and Nirvana.  His philosophy in life was truth, love and kindness. 

Bill is survived by his four daughters: Melissa Roberts of Boulder, Colorado; Erica Hartman of Oxnard, California; Heather Hartman of Oxnard, California; and Marissa Hartman of Dallas, Texas as well as his two grandchildren June and Cruz.  He is also survived by his two sisters: Kim McConnell of Dayton, Nevada and Celia Reich of Camarillo, California and brother Yuki Hartman of New York City, New York. Lastly, Bill is survived by his two dogs (best dogs in the world) Koda and Kenai.

Bill was born in Tokorozawa, Japan to Albert and Ito Hartman during the post WWII reconstruction period. Bill’s early years were spent in Japan, the Philippines, and upstate New York before his family moved to California to settle down. The Hartmans enjoyed Oxnard’s coastal location with its beaches, fishing, and large Japanese community. Bill attended Hathaway Elementary, Blackstock Junior High, and Hueneme High School. Bill was identified as gifted in 3rd grade and was put into an accelerated academic program. He received many awards throughout his academic years. In high school, he achieved lifetime California Scholarship Federation (CSF) membership and served as ASB President in 1970 at Hueneme High School while participating in many clubs and organizations.  He then attended Ventura College before starting his life-long career at Navy Facilities Engineering Command (NAVFAC). 

NAVFAC plans, builds, and maintains all of the US Navy’s shore facilities around the world. The Facilities System Office in Port Hueneme is the data center for NAVFAC that manages all of the Navy’s land, building, structures, public works, cultural resources, and environmental data along with its acquisition, logistics, and supply information. In addition, the data center at Port Hueneme employs the analysts, programmers, and technicians responsible for Navy data.  Bill identified critical equipment, operations, and evaluated disaster scenarios to ensure personnel safety and minimize equipment and data loss. For these efforts Bill was recognized with a reward known as Professional Responsibility in Developing Excellence, PRIDE.

Bill developed communications plans and data recovery plans in the event of a disaster as well as physical security plans for facility safety and continuity of operations, and he assisted with communication and role assignments and defining employee roles and expectations in the event of disaster. Bill worked with data administrators to define data backup practices and roles. Prior to retiring, Bill was involved with information security of systems networks and ensuring that proper Information assurance and practices were followed. This was accomplished with reviews of practices and meetings with system administrators to inspect and ensure that all proper guidelines and cyber security disciplines were being adhered to. Throughout Bill’s career, he received numerous recognitions and awards as a dedicated and distinguished civil servant for the Department of the Navy.

Bill’s home life revolved around his family. Among many fun family memories are rooftop 4th of July firework and grunion fishing adventures!  Always the avid outdoorsman, he taught his daughters to fish at an early age. Besides fishing, the family enjoyed camping, kayaking, skiing and trips to Aquariums and Zoos.  One of Bill’s favorite vacations places was Mexico, for the fishing, beaches and food.  He went on occasional “guy” trips to keep in touch with his friends.  Bill served his community by coaching Little League as well.  Bill was there for his friends and family whenever they needed a helping hand. He always put others ahead of himself and showed us all by example how to be a better person.

Bill moved to rural Nevada in his retirement to enjoy the wide-open spaces, wild horses, natural beauty, slower pace, and friendly atmosphere. He picked up the guitar and learned to play it with such proficiency that he was performing in local bar and grills. Bill’s love of singing would result in an impromptu serenade or an unexpected bout of dancing for his dinner partner!  This was a pleasure of his youth that was put aside and rekindled in retirement. He had 10 years to do exactly what he wanted when he wanted. This was a time of peace, healing, and creativity for Bill. He will always be remembered for his love of the outdoors, fishing, tennis, music, and community service. He was a family man who was a dedicated husband and father. He approached life with a sense of humor, creativity, and adventure. Bill was a man of humility, kindness, generosity, love, and respect in the way he lived his life.

Bill’s final wishes were for a reef burial in Florida where his ashes will be made into a portion of the Eternal Reef habitat. He wanted to give back to the ocean that gave him so much pleasure throughout his life.

After a year of mourning and respecting Bill’s wishes to keep everyone safe from COVID, we postponed his Celebration of Life but now we feel safe to proceed. Bill’s Celebration of Life will be held on June 11, 2022 at Conejo Mountain Funeral Home, 2052 Howard Rd, Camarillo, CA 93010 from 10:00 AM to 2:00 PM.
